Jaime Cheesman

On the 18th anniversary of the disappearance of Jaime Cheesman, we are renewing our appeals for Jaime or anyone who knows where she is to get in contact.

Detective Chief Inspector Martin Kinchin, of Northamptonshire Police, who is leading the appeals for information, said: "Jaime has now been missing for 18 years and obviously I will have concerns for her welfare until she is found. Jaime was 16 when she went missing, so would now be 34 and her life might have changed dramatically. Obviously at 34 Jaime is not going to be taken home like a child, but her family would desperately like to know that she is safe and happy, so of you have any information please contact the police on 101 or Crimestoppers on 0800 555111.

Beware of car park salesmen bearing 'gifts'

The Financial Crime Team are warning members of the public to keep their wits about them this Christmas time if they stumble across any car park salesmen bearing 'gifts'. The team has dealt with three incidents in Northampton car parks where people have exchanged cash with salesmen for goods that turned out to be not what they seemed.

Victims have parted with money thinking they were buying items like a laptop or a mobile phone only realising, on closer inspection once the transaction had taken place, that the bag containing these so-called items in fact contained items like potatoes or old books.

PC Liam O'Neill, of the Financial Crime Team, said: "With Christmas soon upon us, it is timely to remind members of the public to be on their guard when out shopping.

"With money tight, there will be many people on the lookout for a bargain and they may be susceptible to what seems a good offer.

"There are salesmen out and about in car parks or retail parks offering laptops and other valuables for sale, when in fact they are selling nothing of the sort.

"Please be careful if you enter into this sort of transaction, as anything that sounds too good to be true most probably is.

"At the very least, check out the credentials of the salesman and ask to look at and test what they are selling.

"But we would always advise anyone looking to purchase valuables this Christmas to buy them from a reputable dealer, not someone they meet in the street."

Christmas policing activity underway to tackle alcohol related disorder

As part of Operation Night safe, Northamptonshire Police has kicked off its Christmas operational activity to deal with alcohol related issues in the run up to the festive period.

In line with the county alcohol harm reduction strategy, one of the aims is to prevent young people from becoming involved in alcohol fuelled violence and anti-social behaviour.

Working with the Northampton Community Safety Partnership, operations are in place to deal with young people drinking alcohol in public places and on licensed premises.

Officers were patrolling hot spot areas over the weekend (21st - 23rd October) where young people are known to gather. Nobody under the age of 18 was found to be in possession of alcohol.

Licensing and Night safe Sergeant Mark Worthington said: "This was a pleasing result, however, local Safer Community Team officers will continue to target known hotspots with this type of proactive enforcement."

A number of community public houses were also visited and, again, there were no incidents of underage drinking but one young person was dealt with for being in possession of fraudulent ID.

Officers were also engaged in Test Purchase activity to see if young people would be served alcohol in off licenses and pubs.

Out of the 14 premises visited, four establishments sold alcohol to the 15 year old test purchasers; two of those premises sold alcohol in a similar operation three weeks ago. Police will be investigating the more serious offence of persistently selling alcohol to children, and the license will be subject to a review by the Northampton Borough Council licensing committee.

Sergeant Worthington commented: "It is extremely disappointing that there have been repeat sales to children on licensed premises.

"We will use all the powers we have available to deal with these premises that are ignoring their responsibilities in relation to the sale of alcohol. Prosecutions and license reviews will be sought.

"We impress upon the trade that they must challenge all young people for ID. If they are unable to present ID, then the sale should simply be refused. Most young people expect to get asked for ID so there is no stigma in making these requests.

"We will continue with this type of enforcement activity over the coming weeks and months."

The new 101 national police non-emergency number has been launched in Northamptonshire.

From next Monday (17 October), 101 will be the new number to contact Northamptonshire Police.

The 101 non-emergency number will provide you with a single, easy to remember number for you to call to report crime and other concerns that do not require an emergency police response.

You will be able to call 101 to report a crime that has already happened and any other incidents or concerns that do not require an emergency response. You can also call it to speak to your local Safer Community Team, to make a general enquiry or make us aware of any policing issues in your local area.

999 should still be used in an emergency, such as when a crime is happening, someone suspected of a crime is nearby, someone is injured, being threatened or a life is at risk, or there is a traffic incident involving personal injury or danger.

If you have any hearing difficulties or a speech impairment, a text phone will be available on 18001 101.

Calls to 101 from landlines and mobiles cost 15 pence per call, no matter what time of day you call or how long your call lasts.

101 is already in use in a number of areas across England and Wales and is being rolled out to the remaining police force areas on a phased basis over the next few months.

Our local number – 03000 111 222 – will remain available while 101 becomes established and for those calling from outside England and Wales, as well as for callers outside Northamptonshire where 101 is not yet live.

The dedicated 'Watch Line' number 01604 432436 is still fully operational and will remain so once 101 has been launched.

Dog Watch initiative

Following the hugely successful launch of Dog Watch in East Northamptonshire and Wellingborough, the Dog Watch team have extended the scheme across the whole county and are keen to invite all members of Community Connect to join as a member.

Dog watch, originally developed in Stevenage as a way of extending the already successful Neighbourhood Watch network to the wider community, caught the attention of local Neighbourhood Watch coordinator Ian Blackburn-Elliot, who along with the Dog Watch team, have introduced the scheme to Northamptonshire.

The scheme recognises it is often those who walk their dogs, runners or anyone who likes to get out and about, who are the first to spot something unusual or amiss, such as criminal damage or an incident of anti-social behaviour, providing valuable eyes and ears for the community.

The scheme is open to anyone aged 16 or over and you do not need to be a member of a Neighbourhood Watch scheme to join Dog Watch.

The head co-ordinator Ian Blackburn-Elliot said: "It is a sad fact that the missing links in many crimes are often in out of the way places in our countryside, or areas without passing traffic. Dog walkers are often the means by which vital evidence is found, as dogs stray into areas not normally frequented by passers by.

"It has been proved that the 'Dog Watch' scheme, not only has the potential to discover evidence, which may help to solve a crime, it can also make a difference to the surrounding community".

Chief Inspector Gary Ashton, a supporter of Dog Watch said: "Since its earliest days, policing has been a community activity. I am always keen to extend community involvement in policing. The Dog Watch Scheme provides such an opportunity, as dog walkers are frequently the first to discover something out of the ordinary in their local area."

To join the scheme, you can either click here to complete the online application form or call the Dog Watch team on 03000 111 222 x 5724.

Have your say

Do you want to have your say on what the police and partners should be focusing on and to help make decisions on where the police should be spending money?

Last year Northamptonshire Police Authority and Force, together with the six countywide Community Safety Partnerships, undertook a large-scale consultation on your priorities, specifically looking at crime and community safety.

Between October and January 2010, you or your community group may have taken part in a public meeting, completed a postal or online survey or "Have your say pack" or attended a workshop/focus group. We were very grateful for the time you spent in giving us your opinions and would like to invite you to take part again this year.

With significant reduction in finance and resource, and the associated cost of hiring venues, transportation and refreshments, unfortunately we are unable hold the large-scale consultation events again.

Instead, this year we will be gathering your views through the postal and online surveys, "Have your say" packs and small focus groups with community members who may not have access to the survey methods.

There are many ways in which you can give us your views:

Complete our short online survey at

http://northants.police.uk/haveyoursayonline

Complete a "Have your say" pack which has been developed so that you can feed back to us the views of groups that you might attend e.g., parish councils, residents associations, or it can be used to feedback the views of your group of friends or family. Please use the following link to download a PDF version www.northants.police.uk/haveyoursay or alternatively contact Jane Follows at Northamptonshire Police Authority on 01604 887437 (email janef@northants-pa.gov.uk)

Local community safety funding available until 1st December 2011.

What funding is available?

The Home Office yesterday released the guidance notes and application process for the £10 million 'Community Action against Crime Innovation Fund' with £5m available for this year and a further £5m for 2012/13. The purpose of the Innovation Fund is to stimulate creative new approaches to tackling crime by empowering local groups to develop innovative projects to tackle local community safety problems.

The Home Office are keen to attract applications from grassroots community activists who are not traditional recipients of government grants and also for the voluntary sector to work more closely with community safety partnerships and other statutory agencies to drive and co-design and co-deliver services and community safety projects.

The Application Process

Applications can be made between £1,000 and £15,000 for each year (small grants) and for£15,001 and £50,000 for large grants. The application process is now open and runs until the 1st December 2011. The grant panels are locally based and have a rolling allocation process meaning that grants will be assessed in date order and awarded on a first come first served basis if they meet the awarding criteria. Therefore, I would recommend that if members are planning to apply for a grant then please start to do so as soon as possible.

The Next Steps

Speak with your NHW Association or Forum to identify any areas of work which could benefit from additional funding or new funding. Some areas which could secure funding could be developing Junior Neighbourhood Watch, developing schemes in new housing developments or alongside residents associations, working with other partners to create schemes in high crime rate areas or with a high population of Black and Minority Ethnic Groups (BME). Visit www.ourwatch.org.uk for some ideas and toolkits to help you by clicking here.

Speak to your Community Safety Partnership regarding your ideas and to see if they have any ideas which you could get involved in. For contacts for your CSP team please click here.

Need any help? Contact the Neighbourhood and Home Watch Network (England & Wales) enquiry line on 0116 229 3118 or email enquiries@ourwatch.org.uk if you need any help with aspects of the funding bid which is NHW relevant. If you need assistance on the application process, please contact Community Development Foundation directly by calling 020 7833 1772 (option 3) or email Crime.Innovation@cdf.org.uk

Dear Scheme Members:

Clipston Way Parking

John and I were wondering if we should update the parking system. It has been noted that we are not all parking in the same direction. If we do all park the same way and at a reasonable distance, we can get a maximum number of parking spaces. If anyone has further suggestions please let either of us know.

To all residents living in New Duston & Old Duston

Northamptonshire Police has increased patrols to respond to a series of thefts from cars over-night in the South West Sector of Northampton.

Eight cars were broken into on 11 and 12 July with six satellite navigation systems stolen. Police are appealing to the public for help and are asking them to take extra care to remove valuable items from their cars when leaving them, even for a short time.  Anyone who sees or hears anything suspicious, in the area is asked to report it immediately to the police. Anyone with information, should call Northamptonshire Police on 03000 111 222 - alternatively, information can be given anonymously to Crimestoppers on 0800 555 111.

Officers from within the Operations Tactical Unit, Safer Roads Team and Safer Community Teams will carry out increased education and enforcement activity across Northamptonshire. Staff from the Safer Roads Team will use their fleet of mobile safety vans and Operations Tactical Unit staff will use calibrated vehicles , motorcycles and hand held laser speed guns at speeding and casualty hotspots. Safer Community Teams officers will also use hand held laser guns at locally identified problem areas.

Chief inspector Sean Bell said: “The operation will provide an enhanced policing response to speeding motorists throughout the county by carrying out both education and enforcement activities.”

He continues: “During July, we have already issued 1311 fixed penalty notices for speeding and 43 drivers have been educated regarding their speed with verbal warnings. Speeding is an unnecessary contributor to the number of casualties on our roads and even when motorists are observing the limit they may still be driving at an inappropriate speed for the conditions. Our officers are out and about on the county’s roads and will continue to enforce and educate drivers flouting the law.”

Operation Guardian

We are continuing to target offenders through Operation Guardian and if you have any information about crime in your area, please report it on 03000 111 222. We also need your help to make life harder for criminals and prevent these crimes happening, so please remember to lock your car, even if you’re only away for a few minutes, remove all items when you leave it, including your sat nav, cradle and suction pads, and keep keys out of sight and reach at home. Click here for more advice about how to 'steer clear from vehicle crime.  We have had a number of vehicle crimes reported to us over the past couple of weeks across the county, with motorbikes being a particular target. There have also been a few incidents of car key burglary, where the keys have been taken from the house in order to steal the car. Unfortunately, this is often made easier for the thief because doors or windows have been left open, or keys have been left within easy reach of letterboxes, cat flaps or open windows.
